A Professor of Political Science in the University of Port Harcourt, Prof. Johnson Nnah has called on the Independent National Electoral Commission (INEC) to issue the Certificates of Return to those who have already been declared winner of the march 19th 2016 Rivers State rerun elections.
He said further delay by INEC to issue the winners their certificates of return will increase doubts about the impartiality of the commission and could also lead to violence.
He also said the delay is hampering development in the state and denying Rivers people of their representation both at the state and the federal levels.
